HTML suggestions

1. in addition to #-links, browsers should support %-links that jump down X% to end of page, and #?-links that jump to a matching searchpattern
   
2. every html style should have a standard ascii equivalent (like _italics_ and *bold*)
   
3. a newpage tag should delay scrolling
